Symptoms

ACTUAL BEHAVIOR
----------------------------
Private payees are visible to all users associated with corporate party Id.

EXPECTED BEHAVIOR
-------------------------------
Private payees should be visible to user who have created them.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with corporate user.
2. Create one private payee for logged in user.
3. Login with different user associated with that corporate.
4. Go to Transfer Money option, private payee is visible.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, private payees are visible to all users associated with corporate party Id.

Changes

 No changes in the environment, product, account or hardware triggers this problem.
