User Alerts Registration Not Working (Doc ID 2708409.1)

Symptoms

On : DB 12.0.1 version, Production Support-SET

When attempting to register user alerts,
the following error occurs.

ERROR
-----------------------
The system does not allow to register/deregister the alert.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into an application with admin user
2. Navigate to self-service- alerts
3. After filling up details click on register/de-register



Changes

 There are no changes in the environment,product,account and hardware that trigger the problem.
