Symptoms

ACTUAL BEHAVIOR
---------------
When account is reopened, SYSTEM is not resolving the rates which are latest as per the product maintenance

EXPECTED BEHAVIOR
-----------------------
It is expected that all General conditions must be resolved as per latest effective date on account reopening

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Close an account
2. Define a new UDE maintenance on a new effective date
3. Verify in EOD, if all existing open accounts are resolved with new rates
4. Now reopen the account , next day
5. Verify if new rates are picked up or resolved

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Reopened accounts are still mapped with Older User defined Values leading to incorrect rates being applied
