Symptoms

When attempting to do Internal transfer for a retail customer
the following error occurs.

No rule defined


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to application using retail
2. Select Transfers -- Internal Transfer
3.Enter details and click on Initiate

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do internal transfer
