EU Payer Queue Allowing Repair/Authorization/Verification With User Limit Less Than Transaction Amount (Doc ID 2714344.1)

ACTUAL BEHAVIOR
---------------
System is allowing to Repair,Authorize and Verify the transaction with a user whose limit amount is less than the transaction amount.

EXPECTED BEHAVIOR
-----------------------
System should not allow the user to Repair,Authorize and Verify the transaction with a user whose limit amount is less than the transaction amount.
(In case, if the transaction currency is different than the limit currency maintained then system should consider the standard rate maintained in the system and apply the restriction accordingly).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inject a cross border transaction with transaction currency as "EUR"  with out beneficiary address such that transaction will land in EU payer Queue
2. Try to Repair the transaction in EU payer Queue with the user who is assigned a Role with Limit Amount less that the transaction amount.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user whose limit amount is less than the transaction amount is able to perform action from EU payer Queue.
