Deletion of unauthorized VAMI on a CL account fails with error ST-SAVE-069 (Doc ID 2714347.1)

Symptoms

When attempting to delete a Value dated Amendment on a Loan account
the following error occurs.

ST-SAVE-069 Failed to Delete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform a backdated VAMI on a CL Account
2. Delete the VAMI before authorization

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot authorize or delete a VAMI done on CL Account due to which it is in pending queue and End of day cannot be commenced
