User Not Able To Login From Mobile With A Password That Contains & Sign (Doc ID 2718240.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In OBDX, when user is resetting the login password with a special character like '&' from web then the password is successfully reset. But when user enters the same password in mobile
or even reset with a new password having the same special character (&) then the user is not able to do so.

EXPECTED BEHAVIOR
-----------------------
The password set with special character & should allow user to login from mobile application also.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For an OBDX user reset password from web application such that the password has
    some permitted special character like '&'
2. Now try to login for the same user from mobile application using that password.
3. Try to reset password from mobile application such that password has that special character in it.
