On : 12.3 version, Production Support-SET

ACTUAL BEHAVIOR

System did not throw error when we click on retry for the account which has no debit marked.

EXPECTED BEHAVIOR
-----------------------

System shall throw error when we click on retry for the account which has no debit marked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pick record which is failed in process exception queue.
2. Also ensure the debit account is marked with no debit.
3. Click on retry.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot know that the contract will not process successfully.
