BC - AMOUNT BLOCK NOT RELEASED WHEN DE-LINKAGE IS PERFORMED AT BC CONTRACT LEVEL (Doc ID 2720257.1)

Symptoms

Amount block not released when de-linkage is performed at BC contract level

As per the patch set 12.3.0.11.1 fix provided to ensure on removal of linkage details, amount is updated correctly in the amount block details during amendment of BC contract.
The amount block created through linkage is NOT updated/removed from account when de-linkage is done at BC contract level.

Expectation : Amount Block should be released after removal of linkage.

Simulation Steps :
1. Create a linkage on a BC contract with an account
2. And check if At account level amount block is created
3. Go unlock the contract and remove linkage
4. Amount block was not removed from account
