Symptoms

When attempting to do a fund transfer for a certain high value transaction,
the following error occurs.

ERROR
-----------------------
Transaction cannot be Initiated. Approval Rule is not setup.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into OBDX Application as a Retail / Corporate User
2. Go to Fund Transfers and perform a high value fund Transfer
3. Error "Transaction cannot be Initiated. Approval Rule is not setup." is noted.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, a particular user cannot do fund transfers.
