Retail User Password Policy Not Applied Correctly While Password Reset (Doc ID 2721908.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Password policy created for retail user is not applied correctly

while resetting password of a user.

EXPECTED BEHAVIOR
-----------------------
Password policy created for retail user should be applied correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to OBDX application as Admin user.
2. Create a new policy for Retail user, which allows only numbers.
3. Reset Password of a Retail user from User Management.
4. Click on the Reset link sent to user on e-mail and reset password of that user.
