SCT Contracts are not dispatched upon fixing it in TR queue (Doc ID 2722460.1)

Symptoms

When a SCT contract created from pain.001 fails to dispatch after being fixed in TR (e.g. disallowed symbols, wrong bic).

Simulation Steps :

1) Upload a record

2) Once it is moved to TR queue, remove invalid symbols and save it.

3) Unlock the record from PCDTRONL

4) Verify the record and authorize it.
