Symptoms
When a retailer/corporate user attempting to register a new user
the following error occurs.
ERROR

System can not process the request.
500 internal server error

The issue can be reproduced at will with the following steps:
1. Is trying to register a new user in the Android OBDX application.
2. Exception will display.
