User With Lower Limit Role Able To Repair A Txn With Higher Amount From Settlement Rev (Doc ID 2725903.1)

Symptoms

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inject xborder transaction with SSI label with amount > $5M USD and make sure it gets stuck in the Settlement Review queue
2. Try to do repair using user with limit role "L3_I_A_5"
3. System should not allow the user to perform "Repair" action in the settlement review queue

EXPECTED BEHAVIOR
-----------------------
The system should throw an error message when a user tries to do any action to a transaction with an amount greater than a limit role in the settlement review queue.
