ACTUAL BEHAVIOR
---------------
For an injected MT202COV payment, system routes it to EU Payer Queue with Error Codes : PQ-EU-20;PQ-EU-26;PQ-EU-26;PQ-EU-26;PQ-EU-21;PQ-EU-27;PQ-EU-27;PQ-EU-27;PQ-EU-14;PQ-EU-15

EXPECTED BEHAVIOR

Payment should not routed to EU payer queue as its an outbound MT202 COV payment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Inject a MT202COV via EMS such that our branch acts as the internediary.
2) System will try to create an outbound MT202 COV payment out of it.
3) The payments lands into EU payer queue.
Err Code : PQ-EU-20;PQ-EU-26;PQ-EU-26;PQ-EU-26;PQ-EU-21;PQ-EU-27;PQ-EU-27;PQ-EU-27;PQ-EU-14;PQ-EU-15;
Repair Reason : Payer Name is missing ;Payer Address is missing ;Payer Address is missing ;Payer Address is missing ;Payee Name is missing;Payee Address is missing;Payee Address is missing;Payee Address is missing;Payer Account is missing ;Payee Account is missing;
4) Payment should not have landed into EU payer queue as its an outbound MT202 COV payment.
