Existing Users Unable To Receive Alert For Forgot Username

Below behavior is observed on performing Forgot Username transaction:
1-Forgot Username works for a new userid created after Revoked the older userid.
2-Forgot Username doesn't work for a normal user.
No error is observed on screen but the user does not receive the username via email or SMS alert as expected.
For all users including existing users as well as newly created users mapped to a partyid to which old user is revoked, Forgot Username transaction should work fine. The user should receive the username via email or SMS alert as expected.
