Symptoms


ACTUAL BEHAVIOR
---------------
When admin maker initiates the transaction for reset credential, it doesn't go for next approval to admin checker.

EXPECTED BEHAVIOR
-----------------------
If rule/workflow is maintained for admin maker/checker, the initiated transaction must go for pending for approval to checker user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ensure that admin maker/checker rules/workflows are in place.
2. Login with Admin maker user and initiate the reset credential transaction.
3. It must go to checker in pending for approval list.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, admin maker/checker functionality is not working.
