CHARGES WAIVED ARE GETTING COLLECTED ON CLOSURE OF BC CONTRACT (Doc ID 2731731.1)

Symptoms

ACTUAL BEHAVIOR
---------------
All the charges were waived in the charges tab before BC closure, but on authorization system has collected all the charges. None of the charges are associated with CLOS event.

EXPECTED BEHAVIOR
-----------------------
Waived charges and charges which are not associated with CLOS event, shouldn't be collected on closer of BC contract.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to BCDTRONL
2. Click on Close for an active BC Contract
3. Visit charges tab and Waive all the charges
4. Save and check the events. Charges are collected for event CLOS.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, waived charges are collected wrongly.
