Name matching / Watch List scoring not working as per Documentation

FSDM guide says below.
- Exemption and Trust take priority over risk.


Here is an issue:
If a Name on a transaction matches with fuzzy match score 87 and the same name matches a different name on trust list with fuzzy name score 90, the Name is getting the watch risk score and not the trust score which is wrong.
