ACTUAL BEHAVIOR:

 LCDGUAMD - MT767 Tag 21 generated with NONREF when recipient of msg is BEN

EXPECTED BEHAVIOR:
-------------------------
 MT767 -Tag 21 should reflect the Customer Reference No. input for BEN party when there is no ABK party involved in the transaction

STEPS:
--------
The issue can be reproduced at will with the following steps:
1. Loin to screen(LCDGUAMD) and MT760 is sent to BEN during creation.
2. do LC guarantee amendment, There is no ABK (Advising Bank) since the BEN party is a Bank and can receive messages directly.
3. The Customer Reference No. /Date is input for party type BEN, with the expectation that the MT767 will bear the Customer Ref No. in Tag 21
