User Does Not Receive Email To Set Password When User Is Created By Maker And Approver Flow (Doc ID 2732388.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Unable to receive email to set password when user is created using maker and approval.

Able to receive approval mails but unable to receive email to set password when user is created using maker and approval.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a. Login as maker user
b. Go to user management
c. Click on create
d. Select user type as administrator
e. Enter the required details and click on submit
f. On click on confirm button
g. User is created and sent for approval
h. Login as checker user
i. Click on Administrator Maintenance tab under pending for approval
j. Click on user creation transaction need to be approved and click on approval
k. User creation been approved
