On : 12.3 version, Production Support-SET

System throwing error while unlocking and saving the liquidated bill contract -BC-0009 - Bill liquidated is not authorized

Steps to simulate:
1.Create Bill contract
2. Discount the bill contract
3. Liquidate bill contract
4. Unlock same bill contract liquidated before
5. Save the contract

Expected results: System should allow user to unlock the contract if the contract is just save(Not authorized)
Actual results: System is throwing error as ' Bill liquidated is not authorized
