After deleting the saved loan, facility Amount Utilized Today is still retained
EXPECTED BEHAVIOR

After deleting the saved loan, facility Amount Utilized Today should be Rolled back
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a loan with Facility attached to it
2. Save the loan creation
3. Delete the loan account and check if Amount Utilized today is Rolled back

Due to this issue, users cannot have correct Utilized amount
