CASTR:8081- Setting Report ID To Higher Starting Value Preventing Generation Of E-Files (Doc ID 2733406.1)

Symptoms

Application was not able to generate E-Files for reports using the 50 million plus IDs.

Steps to simulate:

1. Login to CASTR
2. Navigate to search and list page
3. select a report which has report number has '0000' in it or Report Number Sequence ID greater than 7 digits.
4. Enter all required data in the report and approve then generate e-file

Actual: STR E-File did not generate.
