ACTUAL BEHAVIOR

FT Incoming Universal Confirmations - Time in field 79 line 1 being populated incorrectly

There are the following 2 issues with the time being populated in field 79 line 1 of the outgoing MT199:

It is an hour later than it should be:
Example: if the payment is processed at 10:00 it is being populated as 1000+0100 when it should be 0900+0100

It is not 24hr
Example: if the payment is processed at 15:00 it is being populated as 0300+0100 when it should be 1400+0100 (if both issues are solved)
