PAYMENT IS MOVING TO NETWORK RESOLUTION QUEUE WHEN THERE ARE MULTIPLE RULES DEFINED SAME SERVICE LEV

PAYMENT IS MOVING TO NETWORK RESOLUTION QUEUE WHEN THERE ARE MULTIPLE RULES DEFINED SAME SERVICE LEVEL CODE.

Bank's requirement is to MOVE to Local Payment (ACH CT ) when transaction amount is less than 50,000 and if more than 50,000 move to RTGS payment for the transaction initiated from FCUBS through SI module.

Steps
1. Create SI contract with settlement as Clearing and provide Extrernal account, Bank code and External Name
2. Run the EOD SI executed and Payment initiated to OBPM
3. In OBPM Payment is in Network resolution queue.
Network Rule in OBPM is as below
ValueOf { 'SOURCE_CODE' } EQUAL 'FCUBSSI' AND ValueOf { 'TRANSFER_AMT' } LTE 50000 AND
ValueOf { 'SERVICE_LEVEL' } EQUAL 'LCL' = Network mapped is ----- > ACH

ValueOf { 'SOURCE_CODE' } EQUAL 'FCUBSSI' AND ValueOf { 'TRANSFER_AMT' } GT 50000 AND
ValueOf { 'SERVICE_LEVEL' } EQUAL 'LCL' = Network mapped is ----- > RTGS

It was explained that In case of RTGS , Payment BY to be selected as "Message" in SI Settlement , so that System will Service Level as SWIFT which can be mapped to RTGS. However bank expectation is to resolve the network based on Rule defined in OBPM.

In the above case Eventhough Service level code is LCL but transfer amount is differentiator to arrive at Network. But same is not happening.
