Symptoms

ACTUAL BEHAVIOR
---------------
Collateral amendment/ New creation for a customer is throwing errors @ GEDCOLLT screen.
When user amends an existing collateral : Failed to Modify the record error shows.
And on creating a new collateral for the same CIF: Failed to save the record error shows.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On saving the GEDCOLLT of the existing collateral: failed to amend the records.
2. On saving the GEDCOLLT of the NEW collateral for the same customer : failed to save the records

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot amend the existing collateral or create new one for same customer.
