ACTUAL BEHAVIOR

Below listed admin transactions are not covered in initiator-authorizer flow:
1.System Configuration
2.System Rules
3.Merchant Management
4.Transaction Aspects
5.Product mapping
6.Authentication
7.Security Q & A
8.Spend Category Maintenance
9.Goal Category Maintenance
10.Dashboard Builder

EXPECTED BEHAVIOR
--------------
All admin modules/transactions should be covered under initiator-authorizer flow.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with admin user.
2. Navigate to hamburger menu > Approvals> Workflow management > Create workflow for admin user (Mention authorizer user).
3. Navigate to hamburger menu > Approvals > Rules Management > Create Rule for list of transaction
4. Transaction list does not cover all the transactions /modules available for admin to create initiator-authorizer flow.
