ACTUAL BEHAVIOR
---------------
Message handoff is not happening in the predefined path. The MSTB_DLY_MSG_OUT.MCS is going as NULL for MT-799 (COMMON_GRP_MSG).
EXPECTED BEHAVIOR
-----------------------
Message handoff should happen properly when MSTB_DLY_MSG_OUT insert happens.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Job details screen.
2. Check the Job group EMS.
3. In Job group EMS,Check whether EMS_OUT job name is successfull or throwing any error.
