How to restrict the limit Of Resend OTP during Forgot Password? (Doc ID 2738657.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Customer is able to do n-attempts for "Resend OTP" during "Reset Password".

EXPECTED BEHAVIOR
-----------------------
There must be a maximum attempt for "Resend OTP" during "Reset Password".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to FCDB Corporate/Retail Application
2. Click on "Forgot Password"
3. Input "User ID"
4. An OTP will be send to Customer
5. Now Customer is eligible to multiple attempt for "Resend OTP".

BUSINESS IMPACT

The issue has the following business impact:

1. this is a good practice to have a limited-attempts for "Resend OTP".
