Bill liquidation fails with error BC-UP0320 if its linked LC is already closed by SYSTEM on its Expiry (Doc ID 2738851.1)

Symptoms

When attempting to liquidate a Bill contract
the following error occurs.

ERROR
-----------------------
BC-UP0320 There is no LC available for the applicant

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a Bill Contract and link an LC contract
2. Execute EOD on LC expiry date
3. Check if LC is automatically closed by SYSTEM or close the LC manually
4. Next day, Liquidate the Bill contract

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot liquidate Bill contract whose linked LC contract is already closed.
