On : 14.0.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
System not allowing to maintain 'Recall Category' for Outgoing Collection product category.

EXPECTED BEHAVIOR
-----------------------
While creating an outgoing collection, user should be be able to attach the recall category. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Launch Payment product category maintenance screen, create a new product category of type 'Recall of outgoing collection'. Save and authorize.
2. Create another product category of type 'Outgoing Collection' and try attaching the product category created in step-1 as the recall category.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user cannot attach the recall category for Outgoing Collection product category.
