Unable to Execute DB Scripts in 19.2.0.3.0 QPS Installer Due to Missing Python Scripts (Doc ID 2742290.1)

Symptoms

ACTUAL BEHAVIOR
--------------------------
When the patchset for 19.2.0.3.0 was deployed, it was observed that the DB Scripts did not execute properly.
On manually executing the scripts - there was an issue with one of the scripts due to & character.

EXPECTED BEHAVIOR
-----------------------------
Patchset should be deployed successfully with all the DB scripts duly executed.

STEPS
---------
1. Run the Installer for 19.2.0.3.0.
2. Notice the obdx_installer.log, DB_installation.log.
3. Observe that the DB scripts have not got executed.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, installation of 19.2.0.3.0 was incomplete.
