Error - "UnicodeEncodeError: 'ascii' codec can't encode character" While Applying Patch Set 20.1.0.1.0 Using Python 3 (Doc ID 2746505.1)

Symptoms

When attempting to implement patchset 20.1.0.1.0 using python 3, the installer is failing to run the patchset scripts and
the following error is observed in DB installation log:

ERROR

ERROR Error-see logs 'ascii' codec can't encode character '\u2019' in position 272: ordinal not in range(128)
UnicodeEncodeError: 'ascii' codec can't encode character '\u2019' in position 272: ordinal not in range(128)


The issue was observed with installer provided in quarterly patchset - 20.1.0.1.0 which was released in September 2020.
