Error - "java.net.ConnectException: Connection timed out" in logs while Initiating Internal Fund Transfer (Doc ID 2747634.1)

Symptoms

When attempting to initiate an Internal Fund transfer transaction,
the following error occurs.

Java.lang Exception encountered while invoking the service com.ofss.digx.app.payment.service.network.InternalTransfer while creating internal network payment[[
javax.ws.rs.ProcessingException: java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server:<IP> ', port:<Port> ''
 failed reasons:
  [0] address:'<IP>',port:<Port>'' : java.net.ConnectException: Connection timed out

STEPS

The issue can be reproduced at will with the following steps:
1. Login with valid user.
2. Open Toggle Menu and navigate to Payments -> Payments and Transfers -> Transfer Money.
3. Perform Internal Transfer transaction by entering all the details and click on Pay button.
