'System Cannot Process This Request' Error Occurs, When User Tries To Create New Biller in Admin Biller Category Maintenance. (Doc ID 2748040.1)

When attempting to save biller details in biller category maintenance screen,
the following error occurs.

System cannot process request currently. Please try later .
Unable to process request.

The issue can be reproduced at will with the following steps:
1. Login to OBDX application as admin user.
2. Click on toggle menu and navigate to payments-->Biller category maintenance.
3. Click on add new category.
4 Enter name, upload photo and click on save.
5.System cannot process request currently. Please try later error occurred.
