RTGS Transactions Fail as All Transactions Show Maximum Limit Exhausted Error (Doc ID 2748618.1)

When user attempts to approve RTGS payment transaction, the following error occurs.

Maximum allowed amount limit that can be approved today for this transaction group is exhausted

The issue can be reproduced at will with the following steps:
1. Login as Corporate Maker
2. Go to Payments > Domestic
3. Perform RTGS payment
4. Login as Corporate Checker
5. Go to Pending for Approvals > Approve RTGS payment
