Symptoms

On 804 version
Report: Philippines (PHSTR)

After applying patch 31714183 (8.0.4.0.20), a new error was encountered when approving the STR. Please see attached screenshot for the reference. 
Steps followed:
1. Login to CRR module.
2. Create a manual report and fill all mandatary information.
3. Validate and click on approve button.

Expected: Approve action should happen.
Actual: "Unable to perform this operation. Please try after sometime."
