"Access not Allowed" Error Observed When Trying to Access the OBDX Application after Running the Base Installer (Doc ID 2749318.1)

Symptoms

When attempting to access the application after running the base installer,
the following error occurs.

Access not Allowed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Base Installer
2. Navigate to the application URL

The issue was observed with base installer which was released in Dec-2020
