Closed Special Conditions getting repopulated (Doc ID 2750633.1)

Symptoms

 ACTUAL BEHAVIOR
---------------
Bank has many CASA accounts whose SC are closed manually so that the GC will
get applied. it can be seen that even after closing the SC, system is still
populating the SC record in ictm_acc_effdt and ictm_acc_udevals

EXPECTED BEHAVIOR
-----------------------
Closed SC should not be repopulated and GC should be applied for that account

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. close SC for a CASA account
2.Check the udevals for SC

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, GC not applied for the accounts
