Symptoms

When attempting to create a new Admin user,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the FCDB admin application
2. Navigate to User Management-->Create User
3. Select User type as admin, fill in all the details, click Confirm
