User want to change one MIS code to another MIS code, but after closing one MIS and trying to create new one error thrown as "A Maximum of 10 classes are allowed under this MIS type GL-0030"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create 10 classes under a MIS type

2. Close a existing MIS class

3. Create new MIS class

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create a new MIS class under MIS type which has 10 MIS classes under it.
