Symptoms
When attempting to liquidate a Bill contract in IBDTRONL Screen
the following error occurs.
ERROR

ST-VALS-012 Invalid value for field LC Reference No
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book an LC Contract
2. Book a Bill contract and link the above mentioned LC
3. Close the LC contract
4. Try to liquidate the Bill contract
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot liquidate a Bill contract whose linked LC contract is already closed by SYSTEM after its expiry
