Credit bureau pull happening twice impacting application status during auto decision (Doc ID 2754815.1)

Symptoms

ACTUAL BEHAVIOR
---------------

Auto Decision workflow not updating the applications to NEW - REVIEW REQUIRED status when the applicant score is low. This is happening  when the primary applicant fails due to Bureau scorecard validation, but the secondary applicant is referred for manual review. In such scenario, application is updated with status of REJECTED - REVIEW REQUIRED. When the applicant score card is not satisfy as per the set up, application should be rejected


EXPECTED BEHAVIOR

As part of auto decision, system is pulling credit bureau twice for the same applicant. Causing the application to be approved with high score instead of rejecting the application.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create application in application entry with applicant and co applicant
2. Make sure that primary applicant fails the score card and system has to consider the secondary applicant score
3. Verify the status of the application after auto decision. Check the applicants individual credit score and other details
