ACTUAL BEHAVIOR
---------------
Error Message for Error Code SYS-SYS-SYS-TNM-001460 for Routing Number is Incorrect. 

This message pops up whenever the Routing Number is entered as < or > 9 digits. It does not pop up when the Routing Number = 9 digits.


EXPECTED BEHAVIOR
-----------------------
Error message should be like " ROUTING # MUST BE EXACTLY 9 DIGITS".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Under customer service check the parameter "ACH BANK ROUTING NUMBER".
2. Enter the numeric digits < or > 9 digits in parameter value.
3. See the pop error message.

BUSINESS IMPACT
-----------------------
The issue has the following business impact: User cannot understand the requirement for ACH routing number which is 9 digits.
