TFPM-DSMGT-002 error when submitting scrutiny stage for Guarantee advice/ Guarantee Issuance contract (Doc ID 2757363.1)

ACTUAL BEHAVIOR

Unable to proceed with Guarantee advice and Guarantee issuance in Scrutiny stage as following errors are faced during submit. 

ERROR CODE

1) While clicking on submit in Summary tab checklist is not getting displayed. 
2) After submit is pressed error "TFPM-DSMGT-002-Commission,Charges and taxes hop is not completed" occurs

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to free tasks
2. Take a guarantee issuance/guarantee advice contract in scrutiny stage
3. Input the details and submit.

Changes

When INCs in the patchset not executed completely.
