Symptoms

While adding bank payee, following error displayed.

ERROR

Help panel is visible twice.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with retail user
2. Navigate to "Payments & Transfers->Setup->Manage Payee"


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user is able to see help panel twice.
