On : 12.0.3 version, Production Support-CET
Issue description:
Branch merger activity happened ( Example Source :003 and Destination : 001).
After branch merger - user is trying to amend the CL account and getting below mentioned error.
ERROR

Error : CL-COL-019 -Linkage details can be modified only for new collateral.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a loan account.
2. Perform branch merger activity.
3. Amend the loan account and save.
