On : 10.2 version, Production Support
While trying to modify a ICCF Rule in Function (CFDRUMNT), it is failed for some users with error ST-VALS-011

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Identify a ICCF RULE which is not allowed for a particular (OR more than one Branch)
2. Identify a Flexcube User whose Home Branch is one of Branches for which ICCF Rule from step(1) is not allowed
3. Login to Flexcube with User identified in step(2) and try to modify the Rule from screen CFDRUMNT
4. User will get error ST-VALS-011
