On Widget Management Screen , Admin Enabled Widget Not Getting Displayed (Doc ID 2761530.1)

When attempting to enable the widget from admin screen for a user (retail or corporate )
the following error occurs.

The widget doesnt get displayed on users dashboard

The issue can be reproduced at will with the following steps:
1. Login into application with admin user - enable the widget for the user
2. Restart the application server , login into application with a user
3. Navigate to the widget user management screen - check for enabled widget
